Miss Earth USA delegates receive titles through both state pageants and appointment. It just depends on the state and whether or not they have a state director, and whether or not enough girls applied. Miss Earth USA is not as well known in the USA as other countries' national Miss Earth preliminaries, especially with people who don't know much about pageantry. In states with lower populations, for example Idaho, there are less girls competing in pageants than in say, California, so when in 2018, there was no Idaho director, the appointed delegate was the first Idaho delegate since 2011, because there was not enough interested girls in the years between, and there were not enough girls interested in competing that year to hold a competition. In that case, the interested girls interviewed with national staff and a delegate was appointed, which is the same thing that happened these past 2 years as well. It is that way in many states. North and South Carolina have been in the same situation, until this year, when they had enough interested girls to hold a joint pageant. States with higher populations like California and New York hold apageantt regularly, since there are so many pageant girls interested in competing.
