and then the host said there was one additional Semi-finalist = VIETNAM

It was a tech error of the production team, Netherlands never competed in the swimsuit round. You may go back and watch the live by yourself.
I think it was all due to Kary Ramos' poor job as a hostess. The Vietnamese hostess didn't realize what was going wrong so she assumed that Vietnam was added into the semi-final lineup as the 21st candidate. I talked with a Vietnamese pageant fan who was backstage then and he cleared the confusion. If you want, I can sent you a screenshot of the chat.
