It has been asked a lot of times already. My answer is still the same...
Being able to speak English should NOT be a prerequisite in joining Miss Universe. But as soon as you win the title, you need to learn to speak English as the brand ambassadress. One of your many tasks as a Miss Universe focus more on speaking engagements. And to be able to represent the brand, you need to communicate with a lot of people on a global platform using English. An interpreter is not always available to be with you every time.
One example is Gabriela Isler. She wasn't even aware that she won the title because she did not understand the host when she was called as the winner. And then when she started doing her job as the Miss Universe, she studied and learned English. I remember when she was in Manila to judge at the Binibining Pilipinas (the year when MJ Lastimosa won), she was very fluent in speaking English. The same goes with Paulina Vega.
