If Winnie competed at Miss Globe which she did not compete, the contracts for runners-up were not existed at that time until 2009.

It was after she was crowned ME and handed over her crown.
You can probably find the information by searching deep in Misso itself or maybe you have to go back to the PBKT board to do that. Maybe Pawee or Ric can help find the information.
I remember that a lot of us were quite disappointed by the news and there was an effort to keep the information hush, because exactly like some people here are saying now, it did not seem to reflect well on ME. But at that point it was a very young pageant, so the desire to recompete was more understandable, if only for prize money.
