I really don't know what possessed Julia Morley to make Stephanie her winner because even if I were to look at it from a business standpoint, it'd still be a big loss to gamble on Puerto Rico right now. That US territory is already beyond the need for economic stimulation but salvaging. The interest of Puerto Ricans in beauty pageant had also dramatically dwindled especially in the last five years, so popularity-wise, it'd still be a let-down. Stephanie is also very young who didn't have any iota on how to raise serious funds that would generate a good moolah for charity which meant that she couldn't be a strong spokesperson for the organization unlike Megan who got a segment on BBC's "100 Women" in regard to some serious societal issues and was able to raise more than US$2M by the end of her reign. Meanwhile, Catriona was performing concerts in the Philippines and Canada to raise money for her BWAP project that she was able to help build classrooms in that slum part of Manila. That was very proactive of her. She was still very gracious in defeat. No wonder she is so loved not only by Philippine fans but also by most of us in the world.
