Oh trust me, French government will NEVER pay all of it. Even though Miss Universe has gain momentum here in France thanks to Iris, it is still considered futile in comparison to our current issues : economics, unemployment, terrorism, stupid politicians ...
If they manage to get le Ministère de la Culture involved that would be a huge achievement already;)
If it happens it will be on private capitals for sure. TF1 and Endemol could pay. My only concern is at what time would they air it. I think they evaluated the viewers to 200 000 at most and an average of 150 000 during the night Iris was elected. The pageant started at 2 am in France. It's a historical audience for Paris Premiere.
So far Miss Universe has been broadcast on Paris Première which is a little cable channel part of the M6 group. M6 which is a competitor to TF1.
TF1 has been broadcasting Miss France for years now, and since it's one of their hit audience, there's no way they will loose their rights on it. Maybe they will try and buy the rights from M6 Group ...
