my second option is renewing my Philippine passport. the Philippine consulate will be in Calgary this august, is there anbody here who knows how to set up an appointment with them?

Maybe you can ask for a WAIVER or a certification that it is being processed like an ADVANCE PAROLE here in the US, which those who are adjusting status have to seek prior to going out of the country (guaranteeing their return will be ok by the immigration).

Passport renewal has to be done in person at the Phil Consulate, just like what I did few months ago. They are issuing the new PP. You will be filling up form and they will take a picture of you and your signature on that gadget attached to a computer. Mine (in LA) was released after six weeks. Last i heard, the waiting period is now 12 weeks.

Ask help? from who? why not ask your parents who are the main applicants and tell them to call the Immigration and Citizenship Office to inquire with regards to your problem coz obviously they knew what they did before they filed your applications for canadian citizenship status. since you are a minor who will not be taking the exams, why even bother about the processing time, you will automatically become a canadian sixtycent once your parents passed the exams so all you have to do is go with them for the oath taking where you will all sing "O kin nada".
