The Peruvian Organization has realized that it is better to chose ahead of time. Now the Peruvian representatives will be chosen the year prior to their competition. Tito Paz asked both the MUO and Morley for permission and they agreed, simple as that.
It says in the Miss Universe rules and regulaitons...."Miss Universe contestants must win their respective competitions to compete in the contest. In the case of the United States, Miss USA goes on to represent the United States at the Miss Universe pageant."

It's not fair to other countries where they spend lots of time and $$$ to have a national competition.
The National Directors of other countries should petition that Miss Peru be disqualified for violating the rules of the Miss Universe pageant.
Plus they are interviewing the girls so it can technically be treated as a national competition.

There are always exceptions, many countries do not manage to hold competitions each year, or in time for the international contest. The franchise holder has the right to designate a representative in these cases, but it always requires permission from MUO/MWO. this is actually quite common. There have been many "appointed" representatives to both contests over the years.
What do mean exception?.
It's just January....and the deadline is on July.
National directors spend so much time...money.... and effort to stage a national competition....while they let Peru cheat by breaking the Miss Universe rule?

The Miss Universe Org prefers that a contest be held to honor tradition and fair "competition" but hand picked girls have competed before like Jennifer Hawkins and Vo Hoang Yen.
I don't think it's unfair if a girl is handpicked. I think it's smart especially if a country has been having trouble placing and wants to focus more money on training then in holding a "big" contest where a clapper is chosen.
But of course it's smart....it's cheating...they have plenty of time to prepare the girl....and do all the surgeries and stuff....while the rest of the National directors are still scrambling to stage a national competition.

Yes -- there were two girls mentioned as potential MW Peru - Natalie and Guiliana..
I actually personally do not think either of these girls will be competitive for MW. Guiliana is pretty but she is not a standout. Natalie has the looks but MW places a lot of emphasis on character and humility -- her diva attitude will knock her straight out of contention there. Peru needs to find another angel like Maju Mantilla.
