i dont think there's said low IQ as a matter of fact we, people around the world we depend the real situation like for instance i would like to share, the life in the village: lumaki sa bukid na walang hinangad na sana makapag tapos sa pag aaral ng sa ganun makatulong sa pamilya in the future therefore, they can buy something for themselves not to say to become rich but to uplift the family needs. IQ for instance i dont like to heard to read these word "Low IQ" what does really means in u? Im now begging the low level minds to stop these its really degrading to my part im from the poor family so i finished my vocation as self supporting so im now proud that im working in a prominent organization here in cagayan de oro coz the people taught me how to acknowledge experience whatever it could be bitter life , dying coz there's enough food to eat, luck of shelter until now we still have experience that but unlike before u dont expect money per month as resources, so how life is nice if those experience acknowledge, to say thank you for everything.....so nice, life experience is good with determination that someday we can afford something because we are blessed.

What does this exactly mean? Average and percentile are two entirely different statistical parameters. I think the TS posted (from whichever source) national averaged IQ's coming from individual IQs whose values are absolute. That is, (IQ)ave = summation of the IQ from n=1 to n= x all over x where x is the total number of people in that particular country (or at least a representative sample of the whole lot). Percentile on the other hand pertains to a special kind of ranking where the value is relative to the percentage of "bested" others. Say in a competition of 100 participants, the highest in rank has a percentile of 99 (assuming that there are no ties in the top spot). So I didn't get it when you said that the TS's IQ average is 86 percentile rank.
