Contrasted Endings: Why Sushmita won, Manpreet lost?

Both Sushmita and Manpreet provided very strong response in the final word round but the results were different.

Carolina G. lost to Sushmita because of Sushmita provided stronger response in the final word, but Manpreet lost to Chelsi despite Manpreet provided stronger response in the final word.

Do you think the taste of the judges at 1994 and 1995 editions were different? 1994 focused on the response to the final word while 1995 focused on overall impression and body of work that determined the winner of Miss Universe?

Some netizens defended Manpreet that she was "robbed" of the crown because she answered better in the final word against Chelsi yet Chelsi has better body of work throughout the pageant.
