Ideally the winner chooses and her 1st runner-up goes to the other. Vaimalama should not be allowed to take one girl's international pageant, she had her opportunity, she refused it.
When I see the AWESOME job Ophély is doing right now at Miss World, I don't want to see the 2020 1st runner-up robbed of this chance.
Should the new Miss France and her 1st runner-up be unavailable, then ok, she can go.
I don't want to ba harsh on Vai, but I definitely still feel "left down" by her refusal. Oh and I know I don't own her as she profusely said to her fans.
Anyways, she said if given the choice she would go to Miss World, and she still has her advocacy regarding bullying (at school and against overweight people).
Anyways, if I have to be honest, I believe sending the winner one year after the end of her reign might be a good idea (we've seen the result with Maëva and Flora at Miss Universe), my point being : how will international orgs take this ? Isn't it a little bit cheating?

Personally I think it's a better idea to send the winner to (just for example, it can be either one) MW, then send her to Miss Universe the next year while the new winner goes to MW, and so on. I'd prefer giving the winner the experience of both pageants than giving it to the runner-up. Just personal preference, but I think international pageants should be for the winners, and if the 1RU should be at an international pageant then they should have won their national pageant. Look how great Maëva and Flora did.

Still don't get her point why she refused to participate in any of the 2 this year...accompanying the 2020 batch seems an excuse to me

She's not that big of a front-runner though. To me there are stronger girls.
Si NPDC ne se place pas, comment je rigole !
