Well, that's because you don't know completely anything about Lithuanian culture
all the Latin costumes may be huge, bright, sexy etc - that's what their culture is about.
Baltic countries (all north Europe) have completely different heritage.
Lithuania wore a thing called "Riešinė" - a beaded wristband , it's that thing on her arm. It was the main jewelry for women, a very difficult thing to make. Women wore it only on big celebrations (for every day they had a simple ones), usually with their traditional national costumes, together with handmade collars. I love how Miss Lithuania took those two peaces and used them to decorate a modern dress. I don't remember any Lithuanian pageant contestant using this idea before, although it's the most unique fashion item from Lithuanian culture.
And yes, it doesn't shout as other costumes, but then again - our culture is not about that, and you should never expect that.
