The main purpose of the pageant is to be part of the island week long festival. If I am not mistaken competing in Miss Universe is not their priority. If they have enough fund to sponsor the winner then they will compete in Miss Universe.

The first runner-up looks somewhat presentable and should've been awarded the free vacation in a heartbeat.
Just when we were on a roll for Miss Universe 2013 (Bolivia and Korea sending stunners) they give us this creature.
