She might indeed be a nuclear scientist if one of her job is to "reviews emergency plans for nuclear power plans to determine if they meet regulators' muster" as you said. I have googled what is a nuclear scientist job and one of the explanation is " the field in which nuclear scientists work covers a broad range of activities, from designing and monitoring nuclear power plants to developing medicines and equipment." Reviewing and monitoring might somehow be the same job description meaning. We need to dig deeper more and give her the benefit of the doubt.
