Actually the 1992-1994 feat of Colombia was beaten by Venezuela in 1996-1998.
If it's about the Tres Virreinas de Universal of Colombia, no country has ever made that yet in the history of Miss Universe - making that 3 consecutive 1st runners up, because in 1996, Alicia won the Miss Universe crown and successors Marena and Veruska were 1st runner-up. In 1999, Carolina Indriago almost made it to top 3, and was in fact on everyone's list until Mpule got through. Instead, our very own Miriam Quiambao made it as first runner up breaking the Miss Venezuela 1st Runner-up steak; but then I guess Osmel didn't mind that time since both Carolina Indriago and Miriam Quiambao were apprentices in his Venezuela Beauty School. Well, make that batchmates. And then the following year, Venezuela once again, made it as first runner up with the statuesque Claudia Moreno. Lara Dutta was simply unbeatable in 2000.
Well it's true that no other country has produced 3 consecutive 1RUs in Miss Universe but what I'm saying is that Venezuela has beaten that record. A winner and 2 RUs are better than 3 consecutive RUs.

Anyway, I found this thread by chance looking for a pic of Paola Turbay; great work, but even if Paula Andrea represented Amazonas in Miss Colombia, she's not from there, she was born in Medellín (Antioquia).
