That’s how I understood it because the org postponed this year’s edition to next year, so the age requirement should be referenced in 2020 not 2021.

Several bloggers misquoted or misinterpreted my Instagram video which made them conclude that Miss International had increased the age limit to 29.
Miss International maintains the 28-year-old limit. However, we were the ones who cancelled (not postponed) the pageant for 2020. And we understand that several national organizations have already recruited and chosen their finalists for 2020, with the premise that she should be 28 years old maximum by October 2020. So now, what will happen? A winner of a national pageant who have turned 28 or will turn 28 on or before October 2020 will STILL be accepted for next year's (2021) competition. That's our resolve. However, the final decision will still rest in the hands of the national organization if they will change their age rule, or disqualify those who are overage (according to their rules). Just for the information of everyone, some countries have lower age limits than the international org's rule.
Let's take the case, for example, of Miss US International, which will happen this week. The state titleholders were already chosen before we announced the cancellation of the 2020 pageant. It would be unfair if the girls could NOT compete in her national pageant for a decision that we made, despite having given the green light to be able to do so prior to this. #CheerAllWomen is our theme, so the last thing we want is to shatter someone's dream because of a decision that we made.
